Did you mean to ask "Is it considered cheating if your partner is ok with you having *** with other people?" because, as others have pointed out, whether both parties are OK with it or not, it's technically still adultery. Adultery is a crime in some countries still today, so it has more of a legal connotation. But if you meant to ask the question with "adultery" then the answer is definitely "yes." But that doesn't really get into any moral issues. But, again, "adultery" can have the same connotation as "cheating," so perhaps it comes down to how you meant it. I'm guessing you meant to ask something like "is it wrong to sleep with other people if your partner is okay with it?" We're probably all taking this a little too literally.
