How can I put users on the ignore list who limited access to their profile?

This removes the "Ignore" button. Is there a second way to ignore users, including such users?

Just click their name

 

[TheRealCallie]

If you're on a computer, just hover over the name and it will pop up.

 

[Homebound]

When you click on that IGNORING you will see who is ignored, and options given to unignore.
