Yes, you have it. Freezing in F is +32 so if it was 41 degrees warmer, it would be up to freezing.

So it is -22.8 C

As far as how bad, well with the wind it isn't comfortable but the worst I recall for actual temperature was -30F.
Fortunately that is rare around here.

Bone-chillingly cold and windy. Something like 8 degrees F, Real Feel -7.
The wind is rattling the windows just now.
I'll be staying inside for the next several days until it warms up again.
