I think it has to do with them wanting to feel in, as part of a group as well. Notice that it is always "a group" that bullies, not a single person. They'll grow out of it eventually, I hope.
I remember insulting one person in school before, I just wanted to feel part of the group as well since I had no friends. I felt really bad about it afterwards.
