Yes, you have it. Freezing in F is +32 so if it was 41 degrees warmer, it would be up to freezing.

So it is -22.8 C

As far as how bad, well with the wind it isn't comfortable but the worst I recall for actual temperature was -30F.
Fortunately that is rare around here.

The wind is rattling the windows just now.

I checked the weather app on my phone, and it actually said it was zero degrees F.

It was -2 I think, when I got up this morning.
